In this case, facilities planner with a local government commission is asked to head a convoluted and seemingly unnecessary initiative to involve her old organization and many public volunteers. This case deals with feeling powerless, and with ambiguous motives, government and organizational inefficiencies, being new to an organization, politics, and organizational/bureaucratic red tape. It works well in public-service, leadership, organizational-behavior, nonprofit-governance, ethics, and career-management courses, as well as in stand-alone workshops.
